Science and Technology Reinvention Laboratories (STRLs) may implement Senior Business Technical Manager (SBTM) positions, which are defined as senior business and technical positions comparable to positions classified above the General Schedule (GS)-15 level. SBTMs are senior business and operations leaders within the STRL, serving as primary advisors to the STRL's Commanding Officers and/or members of the Senior Executive Service (SES). SBTMs oversee and operationalize the STRL's business operations, administration, and technology functions. SBTM positions may only be established at authorized STRLs with personnel demonstration projects.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees.

This serves as notice of the adoption of a STRL PDP plan and additional flexibilities by the DHA R&D, a DoD (referred to herein as "DoW") STRL. The DHA R&D is an STRL composed of medical research organizations that were formerly components of the U.S. Army Medical Research and Development Command (USAMRDC), a successor to the U.S. Army Medical Research and Materiel Command (USAMRMC). The DHA R&D will adopt the PDP plan of the USAMRDC at the Federal Register issue of March 3, 1998, with some modifications. In addition, the DHA R&D proposes to adopt certain personnel flexibilities available to all DoW STRLs.

In this action, the U.S. Environmental Protection Agency (EPA) is supplementing its proposal to repeal all greenhouse gas (GHG) emission standards for fossil fuel-fired electric generating units (EGUs) to effectuate the best reading of Clean Air Act (CAA) section 111. We propose that CAA section 111 does not authorize the EPA to regulate emissions from power plants in response to global climate change concerns. For the multiple and independent reasons described herein, this additional rationale would also require rescinding the Administrator's contrary findings and determinations in 2015 and repealing all associated 2015 and 2024 GHG standards for the fossil fuel-fired EGU source category. In a separate action published concurrently with this supplemental notice, the EPA is finalizing the repeal of certain 2024 GHG standards for the fossil fuel-fired EGU source category on distinct legal and technical grounds. We are not reopening that final rule. Nor are we soliciting further comment on those issues through this supplemental notice, except to the extent that commenters believe the final rule bears on the distinct questions of statutory authority addressed herein.

Significant and immediate investment in linear utility infrastructure is essential to meet the surging energy needs of critical manufacturing and emerging technologies that drive America's security, prosperity, and global leadership. Highway and rail transportation assets represent significant linear rights-of-way (ROWs) that have traditionally been reserved solely for transportation needs. The U.S. Department of Transportation (DOT or the Department), through the Build America Bureau, created the America's Great Corridors of Commerce (AGCC) initiative to unleash opportunities for both highway and rail ROW owners to generate revenue streams through utility colocation that can fund transportation improvement projects, while simultaneously delivering significant economic development to these areas. AGCC is a voluntary, applicant-driven process in which ROW owners propose corridors for strategic colocation of utility infrastructure in the transportation ROW through an innovative public- private partnership (P3) model. Selected corridors receive concierge technical assistance and enhanced collaboration from a team of experts from relevant Federal agencies. In this RFI, DOT seeks comments from the public and interested parties on the AGCC model and the proposed elements of DOT's anticipated AGCC designation process.

In this document, the Federal Communications Commission (Commission) amends its rules to eliminate the requirement that Text Telephone (TTY)-based Telecommunications Relay Services (TRS) be capable of communicating in the American Standard Code for Information Interchange (ASCII) format. By removing this outdated regulatory mandate, the Commission relieves TRS providers of the obligation to maintain costly and obsolete ASCII-compatible hardware and software systems. Eliminating this requirement will reduce inefficiencies, preserve the integrity of the TRS Fund, and allow providers to redirect resources toward modern relay technologies, all without adversely impacting functional equivalence for consumers who rely on TTY-based TRS.
