Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on August 11, 2026, under section 337 of the Tariff Act of 1930, as amended, on behalf of Netlist, Inc. of Irvine, California. A supplement to the complaint was filed on August 25, 2026. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain dynamic random access memory (DRAM) devices, products containing the same, and components thereof by reason of the infringement of certain claims of U.S. Patent No. 10,025,731 ("the '731 patent"); U.S. Patent No. 10,217,523 ("the '523 patent"); U.S. Patent No. 12,373,366 ("the '366 patent"); and U.S. Patent No. 12,675,407 ("the '407 patent"). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

On August 6, 2026, the President issued Proclamation 11052, "Adjusting Imports of Polysilicon and Its Derivatives Into the United States" (Proclamation 11052), ordering the Secretary of Commerce (Secretary) to take action to restrict imports by a company if he determines the company is stockpiling polysilicon or polysilicon derivatives (Polysilicon Products) in advance of import adjustments that will be effective on December 4, 2026. The Bureau of Industry and Security (BIS), in this temporary final rule (TFR), announces the criteria and process it will use to monitor existing companies for evidence of stockpiling, limit a newly established importer's ability to stockpile, and subject companies that are stockpiling to an import prohibition if necessary. This TFR also establishes the process for such companies to obtain a waiver from any import prohibitions imposed pursuant to this rule, and imposes certain import limitations on new importers that register with U.S. Customs and Border Protection (CBP) on or after August 6, 2026.

The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), NESHAP for Semiconductor Manufacturing (EPA ICR Number 2042.09, OMB Control Number 2060-0519) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through September 30, 2026. Public comments were previously requested via the Federal Register on August 6, 2024 during a 60-day comment period. This notice allows for an additional 30 days for public comments.

The FAA is superseding Airworthiness Directive (AD) 2024-23- 06, which applied to certain MD Helicopters, LLC Model 369, 369A, 369D, 369E, 369F, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. AD 2024-23-06 required repetitively inspecting the torque tube assembly and roller bearings, and depending on the results, replacing parts or accomplishing additional inspections. Since the FAA issued AD 2024-23-06, the FAA has determined that additional torque tube assemblies are affected by this unsafe condition. This AD continues to require the actions of AD 2024-23-06 and expands the applicability. The FAA is issuing this AD to address the unsafe condition on these products.

As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) orders on silicon metal from Bosnia and Herzegovina, Iceland, and Malaysia, and revocation of the countervailing duty (CVD) order on silicon metal from the Republic of Kazakhstan (Kazakhstan), would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.
