Implementing the Safe Explosives Act

The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") is finalizing two Department of Justice ("Department") interim final rules ("IFRs") implementing the Safe Explosives Act. This rule formally ends those rules' interim status, responds to public comments from 2003 on the IFRs, rescinds ATF Ruling 2003-5 issued in response to IFR comments, and makes certain revisions to IFR provisions in response to the comments. They clarify when federal licensees/ permittees must report changes in responsible persons and authorized employees; eliminate verifying identity of persons accepting delivery on behalf of distributees; and amend regulatory exemption language governing aspects of transporting explosive materials.

Disadvantaged Business Enterprise and Airport Concession Disadvantaged Business Enterprise Program Revisions

The U.S. Department of Transportation (DOT or Department) is finalizing amendments to its Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) program regulations. With few modifications, this final rule follows the interim final rule (IFR) published on October 3, 2025, which eliminated race- and sex-based presumptions that DOT determined to be unconstitutional. This action completes the transition to a system of individualized determinations of social and economic disadvantage to ensure program constitutional compliance and addresses administrative challenges identified by stakeholders during the public comment period.

Flight Operations: Pilot requirements; Use of oxygen

FAA proposes to raise the altitudes at which a pilot is required to don an oxygen mask for commuter and on demand operations, as directed by the FAA Reauthorization Act of 2024, and revise the pilot oxygen mask requirements applicable to general aviation operations in pressurized aircraft. The proposed amendments would allow the operation of airplanes at higher altitudes without requiring at least one pilot at the controls to wear and use an oxygen mask. If adopted, these proposed changes would reduce regulatory and economic burdens on operators by changing certain requirements pertaining to pilots' use of oxygen masks.

Health Center Program Performance Period Extensions

Health centers with a current period of performance of January 1, 2023, through December 31, 2026; February 1, 2023, through January 31, 2027; or March 1, 2023, through February 28, 2027, are required to apply to continue serving their service area through a fiscal year 2027 Service Area Competition in response to a Notice of Funding Opportunity once issued. To avoid a gap in services in service areas served by these health centers, health centers with a current period of performance of January 1, 2023, through December 31, 2026, or February 1, 2023, through January 31, 2027, will receive an extension with funds through June 30, 2027, to allow time for HRSA to award funds for these service areas. Health centers with a current period of performance of March 1, 2023, through February 28, 2027, will receive an extension with funds through July 31, 2027. The extension will support operational flexibility for HRSA and ensure continuity of access to comprehensive primary care for health center patients until a new award is made for the service area.
